CEO James T. (Tim) Welsh
James T. (Tim) Welsh has 30+ years experience in estimating, contract negotiation, administration, construction supervision and field engineering. Tim has been active in construction since 1966 and holds a Bachelor of Science in Civil Engineering from the University of Washington. Tim is the Chief Executive Officer of Garco Construction, a multi-faceted construction firm with an annual construction volume in excess of $200 million. He is also a strong community leader, focusing on local issues and projects.
President Clancy Welsh
Clancy Welsh is among Garco's most dynamic Project Managers. He has spent over 20 years as Project Manager, four of which were with Baugh Construction in Seattle Washington. Clancy has been active in construction since 1989 and holds a Bachelor's Degree in Construction Management from the University of Washington in Seattle, Washington.
Vice-President Hollis Barnett
Hollis Barnett has been with Garco Construction throughout his 25 year career in the construction industry, and currently serves as Vice President of the company. Hollis has over 25 years experience as a Construction Manager and holds of Bachelor of Science in Physics from Gonzaga University in Spokane, Washington. During his time at Garco he has spent the last several years working with the Army Corps of Engineers on many successful projects.
Vice-President James T. Welsh, Jr.
James T. Welsh, Jr. (Jamie) started with Garco Construction in May of 2003. Jamie is one of our most diversified Construction Managers working on a variety of projects ranging from public works to educational facilities. He has extensive knowledge of automated project management systems and Primavera scheduling software.
Vice-President Frank Etter
Frank began his construction career working for Inland Asphalt Company during his summer while attending high school. After graduation from the University of Washington Business School. Frank served in the United States Army Adjutant General Corps of New York and Korea before returning to work for Garco Building Systems in 1971. In 1978, Frank and his childhood friend Tim Welsh were able to purchase the construction company of Garco Building Systems and became what is now known as Garco Construction.
